Planned comprehensive reform of long-term care insurance
The Federal Ministry of Health (BMG) is planning a comprehensive reform of the social care insurance system through the Care Reform Act (PNOG). At present, however, only a draft bill from the Federal Ministry of Health is available. This forms the basis for the subsequent legislative process, but has not yet been adopted and may still be subject to change as the process progresses.
Several procedural steps are still required before the draft bill becomes law – including approval by the Federal Cabinet, as well as deliberations and adoption by the Bundestag and the Bundesrat. It is therefore still unclear which provisions will ultimately be adopted.
What does this mean for you?
The existing statutory provisions governing long-term care insurance will remain in force for 2026.
Although changes are expected for 2027, the provisions that will actually apply will only be confirmed once the legislative process has been completed.
For this reason, we are unable to make any binding statements regarding possible changes or their specific details on the basis of the current draft bill.
