Current financial situation of the statutory health insurance fund

In October, the German Bundestag passed a financial reform concerning the statutory health insurance (SHI) system. The aim of the reform is to cover the increasing financial requirements of the SHI and to make our healthcare system efficient and fit for the future. To this end, the legislature has approved a higher federal subsidy to the health fund. Moreover, the financing is to be supported by a moderate adjustment of the additional contributions paid for by the insured.
Like all health insurance funds, we are naturally participating in the financial stabilization of the SHI system. We are currently evaluating exactly what this will look like based on the key points from the ministry. A decision on the new additional contribution will therefore not be possible until December. The health insurance contribution consists of two components. The general contribution rate, which is fixed by law, and the individual additional contribution of each fund. The general contribution rate is currently 14.6% and the average additional contribution rate is currently 1.3%. Contributions are calculated as a percentage of income. Employees pay only half of both the general contribution rate and the additional contribution; the employer pays the other half.
At present, the statutory health insurance system has a total deficit of around 17 billion euros, which is mainly due to three factors. First, services have been expanded, for example the appointment service at the doctor’s or more money for nursing staff. Second, our society is aging and needs more medical care every year. And third, we are getting better and better at treatment methods. The innovations are valuable developments, but they also cost money.
Like all health insurance funds, the SBK is reevaluating the additional contribution rate based on the key points from the Federal Ministry of Health. A decision will not be possible until December.
